Since 2020, Malta’s Naturalisation for Exceptional Services by Direct Investment allows for individuals and their families to receive a Malta citizenship by making an economic and social contribution to the nation’s development.

With strict legal processes, and appropriate document submissions in mind, the main applicant and their dependent relatives can receive a legal status with the help of the certificate of naturalization.

Under the Naturalisation for Exceptional Services by Direct Investment policy, the number of citizenship certificates issued to principal applicants shall not exceed 400 a year and 1 500 for the duration of the policy.

General conditions

The Granting of Citizenship for Exceptional Services Regulations (S.L. 188.05) allows for the granting of citizenship by a certificate of naturalisation to foreign individuals and their families who contribute to the economic development of Malta. Foreigners who have sufficient resources and an impeccable reputation have the right to get a Malta residency by investing into the National Development and Social Fund.

Residency status can be achieved within 12‑36 months after you first sent the documents.

Maltese citizenship together with main applicant can receive the following members of investor’s family:

  • Spouse
  • Children under 29 years old
  • Children, regardless of age, having a mental or physical disability
  • Parents of the main applicant and/or spouse

Investment Obligations

  • Contribution. The amount is either €600 000 or €750 000, depending on whether the standard (36 months) or expedited (12 months) residency route is chosen. For Dependents, the contribution is set at €50 000.
  • Residential property. Threshold for purchasing a property is €700 000 (or rent €16 000 per annum).
  • Donation. A €10 000 compulsory donation to an NGO.
  • Due diligence fees is €15 000 for main applicant and €10 000 for dependents.
  • Application for residence. All adult dependents need to apply for residence, not just the main applicant. The non-refundable pre-payment of the contribution at this stage €10 000. There is also a €5 000 fee for the main applicant.

  • Forms CEA Form K/J, Form ID1A/ID2 and Rental Declaration Form;
  • International Passports & Foreign Residency Cards;
  • Evidence of Dependency including Acts of Marriage/Civil Union/Cohabitation and/or Birth;
  • Benefactor’s Declaration (if applicable) and Bank Statements;
  • Benefactor’s Passport date page (if applicable);
  • Property Lease or Purchase Agreement – in the case of a lease, it must cover the entire 36-month period; should the lease agreement is signed on behalf of a company, the board resolution authorising the lessor to sign the agreement on behalf of the company must be presented;
  • Comprehensive Tier 1 Due Diligence checks;
  • Parent’s Consent Form;
  • Landlord Declaration;
  • Curriculum Vitae of the applicant;
  • Health Insurance for all members in the application;
  • 6 months bank statements.

  • Agent’s Covering Letter;

  • Residency Proposal Letter;
  • Forms R, S, PDFEE, SSFW, PSC and MRQ as applicable;
  • Bank Statements; 6. International Passports;
  • Government-issued Photographic Identification Documents;
  • Residence Permits including Maltese e-Residency Cards;
  • Birth Certificates;
  • Change of Name Documents (if applicable);
  • Military Records (if applicable);
  • Corporate Affiliations / Evidence of Employment / Source of Funds and Source of Wealth (including the Business and Corporate Affiliations Declaration, if applicable);
  • Marriage/Divorce Certificates (if applicable);
  • Evidence of Residential Address;
  • Police Conduct Certificates;
  • Social Credit Report (where applicable);
  • Applicable Affidavits;
  • Tax Residency Declarations.

The Citizenship Application Pack [12 Months Residency]

  • Agent’s Covering Letter;
  • Forms R1, S1, T;
  • Affidavit declaring no changes in the Applicant’s (and any dependants included in the eligibility application pack) state of affairs. A similar Affidavit is required from any benefactor contributing financially to the application.
  • If the applicant’s (and any dependants’) state of affairs changed since the submission of the eligibility application pack, an affidavit together with the relative form/s should be completed to reflect the changes. As in 3. above, this applies also to any benefactor contributing financially to the application.

The Citizenship Application Pack [3-Year Residency]

  • Agent’s Covering Letter;
  • Forms R1, S1, T;
  • Updated PDFEE Form for each applicant;
  • Updated SSFW Form, recent Bank Statements and Company Documentation relating to any new investments or any changes in the investments since the submission of the eligibility application pack;
  • Updated MRQ Form for each applicant;
  • Evidence of Residential Address;
  • Recent Police Conduct Certificates for all applicants over 16 years of age;
  • Any other documents that were updated/renewed during the 3-year residency period such as passports or ID/Residency Cards.
